PROBLEM TO BE SOLVED: To provide a system for performing a stable information collection and a sure life support while reducing the labor hour or burden of a user by managing each power level of a personal tag or data tag.;SOLUTION: This device comprises the data tag 5 mounted on a management object, the personal tag 5 carried by the user, a plurality of observation machines 3 communicable with these tags, an information terminal device 1 for inputting information of the management object and displaying the management result, and a server 2 for managing the management object. The data tag 5 comprises a first power level management means for managing its own power level, and the personal tag 4 comprises a second power level management means for managing both its power level and the power level of the data tag 5.
