PROBLEM TO BE SOLVED: To rapidly and positively set a control characteristic optimum for controlling a control object device.;SOLUTION: A plurality of polygon structures P1, P11-P15, and P21-P25 using inflection points of an electric power control characteristic line 111 created in defiance of optimality as boundaries are formed, two polygon structures P11 and P24 are selected from the plurality of polygon structures on the basis of attribute information of the formed polygon structures and a predetermined control condition related to selection of the polygon structures, and by determining a zone X related to the two selected polygon structures P11 and P24 so that differences of areas of the plurality of polygon structures are zero, the optimum electric power control characteristic can be rapidly and positively set.;COPYRIGHT: (C)2004,JPO&NCIPI
