PPROBLEM TO BE SOLVED: To provide a method for improving an environment in water or on a water beach, by which excellent effects are obtained for the construction of culture beaches, shallows/zostera-fields/tidelands, the prevention of shore denudation, the prevention of red tides, the prevention of blue tides, and the like, and which can be performed at a low cost and does not cause the damages to organisms and persons with a laying material. PSOLUTION: This method for improving the environment in the water or on the water beach is characterized by setting blast furnace air-granulated slag obtained by forming calcium carbonate coating films on the surfaces of the slag particles as an environment-improving material in the water or to the water beach. The blast furnace air-granulated slag has a nearly spherical shape and a smooth surface, is thereby little liable to damage persons and organisms, when laid in the water or on the water beach, has a function for cleaning bottom sediments/water quality due to CaO and a function as a silicate ion-releasing source, hence has excellent performances as the laying material for laying on the water bottom and water beach, and can provide living environments suitable for various organisms including bottom-living organisms living in sands. Since the calcium carbonate coating films are formed on the surfaces of the slag particles, the elusion of sulfur from the slag particles in the early time of construction in water and the pH elevation of water around the slag particles can be inhibited.
