PPROBLEM TO BE SOLVED: To provide an optimal operating method and an optimal design method for minimizing plant operational costs having uncertain factors such as fuel prices or equipment input/output characteristics. PSOLUTION: Considering restrictions such as a demand and supply balance, an objective function consisting of an expected value such as the plant operational costs and a function of distribution is used, and an optimization issue of the plant is formulated as a non-linear mixed integer planning issue with start/stop state of each equipment, an amount of equipment control and an amount of fuel injection as state variables. In the optimal operating method for obtaining input/output state of each equipment by using the initial value of the state variables, connection state among respective pieces of equipment or the like and for obtaining an optimal resolution of the start/stop state of respective pieces of equipment, the amount of equipment control and the amount of fuel injection while sequentially correcting and evaluating the state variables by the optimizing method, a plurality of scenarios are created by using an uncertain load predicted value, the equipment input/output characteristic value, and a fuel price predicted value, the probability of these or probability distribution, and the evaluation of the state variables by the optimizing method is performed for the plurality of scenarios.
