PPROBLEM TO BE SOLVED: To provide a security decision method which can improve security, can maintain the appropriate security, and can smoothly transmit/receive information. PSOLUTION: The method performs biological information authentication and collects environmental information on an information processor 1. The information processor 1 transmits the collected environment information to a first authentication device 2. A digital certificate issued from a second authentication device 3 and information encrypted with a personal key are transmitted to the first authentication device 2. The first authentication device 2 acquires the public key of the second authentication device 3 and the public key of the information processor 1, decodes the encrypted information, and decides whether or not the decoded information is adequate. The first authentication device 2 refers to an environment information database and the transmitted information, and decides whether or not the transmitted environment information is adequate. If the biological information authentication, environment information authentication and authentication by electronic certificate authentication are all adequate, the information processor 1 is decided to be secure.
