PPROBLEM TO BE SOLVED: To record data in a remarks column of a certification card based on private information after renewing the recorded contents of a data base without meddling by a man, when an addition or a change in the entered items of the card occurs, and also record highly endurable information. PSOLUTION: This renewal issuance system for the certification card rewrites the recorded contents of private information of the data base based on an application for the addition and/or the change in the private information of a card user, when the addition and/or the change occur and records the addition or the change in the remarks column of the certification card based on the private information after rewriting.
