PROBLEM TO BE SOLVED: To provide a convergence-suppressing system, a convergence controller, a mobile terminal, and a method of suppressing convergence, by which a convergence can be controlled appropriately and efficiency, when the convergence occurs.;SOLUTION: A gateway exchanger 106 counts the number of calls to be accepted by called subscribers at each termination call destination of calls to be connected; and when the number of calls exceeds a call connection threshold, transmits convergence information to a convergence monitor 20. Upon receiving the convergence information, the monitor 20 transmits an originating call control request to a mobile terminal 108.
