The device uses the combined effects of electrohydrodynamic force, fluid dynamic force and a specific geometry to produce micro and nano-capsules or fluid jets which are disintegrated to form monodispersed spray of drops of micro or nanometric size. The capsule has a specific internal structure such as nucleus surrounded by a cortex of different substance or several vesicles surrounded by a cortex.
