The present invention relates to a binder for producing a road construction or civil engineering layer. It comprises, based on the total weight of the binder: (a) 2 to 98% by weight of at least one natural or modified natural resin, of plant origin, having a softening point measured from 30 to 200.degree.C ; (b) 98 to 2% by weight of at least one vegetable oil having a viscosity at 25.degree.C of 50mPa.s at 1000Pa.s, (c) said binder having: (cl) a penetrability at 25.degree.C. from 20 to 340 1 / 10mm and a softening point, from 30 to 75.degree.C, (c2.) is a penetration at 15.degree.C, from 300 to 900 and a viscosity at 60.degree.C, and (d) said binder being free of any natural or synthetic elastomer and any thermoplastic polymer.
