PURPOSE: To provide a method for producing a carbon-nanotube forming substrate having a fine nucleus of catalytic metal that accelerates growth of carbon nanotubes to form carbon nanotubes on the substrate simply and inexpensively at low temperature, and a method for producing the carbon nanotubes using the substrate. CONSTITUTION: The method comprises the steps of forming a first metal(5) and a second metal on a substrate(1), wherein the first metal generates movement of thermal atoms at a temperature lower than a melting point of the substrate, and the second metal is disposed adjacently to an upper layer or lower layer of the first metal and has a catalyst action relative to formation of carbon nanotubes(6); and heating the substrate to a temperature which generates movement of thermal atoms of the first metal and does not exceed a melting point of the substrate, wherein the method further comprises a step of forming a third metal between the substrate and the first metal, the third metal having a melting point higher than a melting point of the first metal.
