PURPOSE: Provided is a cutlet for anticancer and antiobesity effects and intelligence improvement by using garlic as a main ingredient and agricultural products having substances beneficial to the human health. The cutlet is free from cholesterol and a high calorie and protein food. CONSTITUTION: A method for manufacturing the cutlet for anticancer and antiobesity effects and intelligence improvement comprises the steps of: steaming garlic having anticancer activity and cooling it in cold water for 10-12 hours; dewatering the cooled garlic, followed by finely pulverization mixing with pulverized anchovy, roasted bean and roasted barely; mixing the above powder and kneading the mixture with adding salt thereto; boiling the dough in hot water of 90-95 deg.C for 20-30 minutes, followed by forming; cooling the formed product and cutting it into a predetermined size; and coating the cut piece thereof with crumbs, potato starch and eggs, followed by deep-frying.
