PURPOSE: A system for tight interworking between a WLAN(Wireless LAN) and a UMTS(Universal Mobile Telecommunication Systems) is provided to make a WLAN and a UMTS tightly interwork by using a data transfer unit and a data transmission unit through the Internet. CONSTITUTION: A WIP-GW(Wireless Internet Protocol GateWay)(30) sets signal transmission and data interface with APs(32,34). There is an MIP(Mobile Internet Protocol) between an HA(Home Agent)(20) and the WIP-GW(30). The WIP-GW(30) has a function of an MIP external agent and a function of portion of an RNC(Radio Network Controller). Reception data is tunneled between a PLMN(Public Land Mobile Network)(12) and the WLAN(WIP-GW)(30). Origination data directly flows from the WIP-GW(30) to the Internet(40) on the origination IP(Internet Protocol) data line(42). The PLMN(12) provides an authentication service and a subscriber management service by using an HSS/HLR(Home Subscriber Server)/(Home Location Register)(14). DIAMETER is an IP domain protocol. An MIP(Mobile Internet Protocol)/DIAMETER signal is transmitted from the WIP-GW(30) to the HA(Home Agent)(20) through an AAAF(AAA(Authentication Authorization Accounting) Foreign) function(44) and an AAAH(AAA Home)(16). MIP registration messages are encapsulated in the DIAMETER. The AAAH(16) can use PLMN charging server by interfacing with a CGF(Charging Gateway Function)(18). A session continuity between WLAN and UMTS PLMN(12) is obtained by using the MIP and a GTP(GPRS Tunneling Protocol). A session and an IP address of a user can be maintained as the user moves between the APs(32,34) and between the UMTS and WLAN networks. A GGSN serves as an anchor point during a data session. When the UMTS accesses an NW(NetWork), a UE(36) communicates with the GGSN(22). An lur interface(46) is applied for handover between the WLAN and the UMTS PLMN. The WIP-GW(30) provides a UMTS lur interface to the RNC.
