The device has an electrical pulse voltage generator (1-3), a tapping device (5) connected to the generator and with which the electrical voltage can be transferred to a test object (4) to tap an electrical parameter related to partial discharges in and/or on the test object and a measurement device (6-9) connected to the tapping device to measure the electrical parameter. An electrical voltage pulse can be generated with the voltage generator. An independent claim is also included for the following a partial discharge measurement device.
