Each routing area (11) has multiple cells (12), each of which represents cover through a base station (13). A general packet radio service systems (GPRS) network uses a pair of finite-state machines that run in GPRS-supporting nodes (SGSN) (14) and in a mobile telephone (15) in order to run mobility management for the mobile telephone.
