The wave reflected from the target by transmitting/receiving an electric wave, is detected. A generating unit generates judgment data by converting reflected wave intensity to a radar reflective cross section. An identification unit identifies whether the target is a vehicle, based on the generated result. Independent claims are also included for the following: (1) a target identification device; and (2) a target identification program.
