PROBLEM TO BE SOLVED: To improve coding efficiency in coding of a region at an end of a picture when the picture is divided into a plurality of regions and in coding for dividing the picture of high resolution into a plurality of regions.;SOLUTION: A prediction mode search part 13 searches and decides a prediction mode in accordance with geometrical information between a reference frame and a present frame from prediction modes corresponding to a plurality of patterns deciding picture information used when a prediction picture is created. A prediction picture creating part 15 creates the prediction picture by using geometrical information in accordance with the decided prediction mode.
