PROBLEM TO BE SOLVED: To provide a sound-insulating or soundproof material with antifouling properties, wherein a photocatalytic layer of a titanium oxide is formed with good adhesion, without requiring high-temperature burning, deteriorating a base material, or damaging sound-insulating properties and soundproofness of a sound-insulating or soundproof base material, and to provide a sound-insulating or soundproof structure, and a sound-insulating or soundproof wall.;SOLUTION: In this sound-insulating or soundproof material with the antifouling properties, an antifouling film is formed on a surface of the base material with sound-insulating properties and the soundproofness. The antifouling film is equipped with a primary coat including a peroxotitanic acid, and the photocatalytic layer which is formed on the primary coat and which includes a peroxotitanic acid and an anatase type titanium oxide.;COPYRIGHT: (C)2005,JPO&NCIPI
