PPROBLEM TO BE SOLVED: To increase intake and exhaust efficiency of an internal combustion engine while improving air tightness of a seal surface formed by a valve seat surface and a valve face surface of an intake and an exhaust valve and workability of the valve seat surface and the valve face surface of the intake and the exhaust valve. PSOLUTION: In an intake and exhaust valve seat structure for the internal combustion engine 10 forming seal surfaces 73, 74 by annular valve seat surface 62, 63 provided on a ceiling 61 of a combustion chamber 25 of the internal combustion engine and valve face surface 52, 55 provided on the intake and the exhaust valve 28, 29 for forming in roughly umbrella shape and sticking to the valve seat surfaces 62, 63, the seal surfaces 73, 74 exist on conical surfaces 71, 72 having axial lines 44b, 47b of stem parts 44, 47 of the intake and the exhaust valve 28, 29 as a rotary shafts and includes an intersection formed by intersection of the conical surfaces 71, 72 and an inner wall surface 65 of the ceiling 61.
