PSOLUTION: The video image content recognition unit 302 recognizes the content of a video image represented by a series of continuous frame image strings. A dividing section 320 divides the series of frame image strings into video image shots consisting of frame image strings at each cut point where the screen for projecting a video image is switched. A similar video image shot extracting section 324 extracts a video image shot similar to a video image shot every time when it is divided. A maximum number of similar video image shot extracting section 325 extracts a video image shot having a maximum number of similar video image shots. A representative video image shot determining section 326 determines a video image shot representing the content of a video image as a maximum number of similar video image shot. A video image content recognition section 328 recognizes whether or not the content of a video image represented by other series of frame image strings and the content of a video image of the representative video image shot are the same.
