PPROBLEM TO BE SOLVED: To execute the decision of a risk in earthquake which is easily understandable visually and intuitively. PSOLUTION: This risk deciding device is provided with: a risk deciding part 102 which prepares/displays a slide decision chart for deciding the presence/absence of the occurrence of the slide of an object such as furniture as a risk in earthquake, and which plots slide decision points in the slide decision chart based on a parameter preliminarily set by a condition setting part 101, and which decides the presence/absence of the occurrence of the slide based on the positions of the slide deciding points in the slide decision chart; a parameter information database 110 which stores the parameter as parameter information; and a display part 104 which displays the slide decision chart.
