PROBLEM TO BE SOLVED: To provide an optical element loading substrate having small optical transmission loss that can surely align without the deviation of an optical axis.;SOLUTION: The optical element loading substrate 10 is provided with a ceramic substrate 11, optical elements 14 and 16, a resin layer 22, and an aligning guide member 24 or the like. A first recess 21 is opened at the side of a principal surface 12 of the ceramic substrate 11. The optical elements 14 and 16 loaded on the principal surface 12 of the ceramic substrate 11 is optically connected in the state where an optical waveguide 31 or the like and an optical axis are matched. The resin layer 22 has a second recess 23 positioned in the first recess 21, having a smaller diameter than the first recess 21 and opened at the side of at least the principal surface 12. The aligning guide member 24 is supported by being fitted to the second recess 23, and a part thereof is protruded at the side of the principal surface 12.
