A 3-D fractal structure body which has not been realized by conventional and new technologies, and which is a structure body having partly or entirely a 3-D fractal structure, wherein the transmittance of an electromagnetic wave has a minimum value at a specific wavelength determined by the structural factor and material of the fractal structure and/or the reflectance of an electromagnetic wave has a minimum value at a specific wavelength determined by the structural factor and material of the fractal structure.
