PURPOSE: A method for determining design conditions for a cyclic water system of a thermal power plant and optimizing a cyclic water system design is provided to draw out the optimized design by collectively analyzing various conditions such as climate of a location placing the power plant and a cyclic water supply method. CONSTITUTION: A discharge power of a steam turbine is determined(S12). A heat balance according to the discharge pressure of the steam turbine is written(S14). A heat duty of a condenser is calculated depending on the heat balance(S16). A temperature condition of a cooling tower is determined based on the heat balance and the heat duty(S18). Temperature rise and cyclic water flow of the condenser are calculated(S20). A size of a pump and a pipeline is adjusted depending on the calculated temperature rise/cyclic water flow(S22). The design is optimized by estimating economical efficiency for the design conditions(S24).
