PURPOSE: A method for allocating channels in an FDMA(Frequency Division Multiple Access) system is provided to optimally assign available channels within a limited time for channel demands which dynamically are varied every cell according to service areas and time. CONSTITUTION: An FDMA system creates an initial call list group if the number of available channels and various parameter values are inputted(S10,S20). After evaluating suitability for call lists using an FEA(Frequency Exhaustive Assignment) method, the FDMA system judges whether a call list, in which the number of blocking calls(b) is 0, exists(S30,S40). In case that a call list of b=0 exists, the FDMA system allocates channels by using the call list(S40). However, in case that a call list of b=0 doesn't exist, the FDMA system judges whether time to obtain the optimal solution remains(S50). If time to obtain the optimal solution remains, the FDMA system judges whether the ratio of call lists having the minimum value of b in the call list group is over an appointed ratio(S70). In case that the ratio of call lists having the minimum value of b doesn't exceed the appointed ratio, the FDMA system selects call lists and creates a new call list group(S90).
