The method involves cutting a plate or a unit of a hard steel plate having a shape of a character along a cut line (7) with a laser beam to obtain a punch (1) and a blanking die (3) of the character. The cut has a variable thickness of 0.10 to 0.20 millimeters corresponding to a diameter of the laser beam of cutting. The die is constituted of a complementary part of the punch on the plate or the unit of the plate. An independent claim is also included for embossing punch and blanking die tools for the formation of the characters on double type number plates.
