PROBLEM TO BE SOLVED: To relieve concentration of a load by communication processing on a monitoring device and concentration of a communication load on a network.;SOLUTION: In a plant monitoring control system 1 having a plurality of control devices 3a to 3n transmitting monitoring data for monitoring a plant and a monitoring device 2 which receives each monitoring data transmitted by the plurality of control data via a network 4 and monitors the plant by the monitoring data, the monitoring device 2 monitors timing of receiving of respective monitoring data transmitted from respective control devices 3a to 3n, and instructs to transmit the monitoring data by shifting a period to compensate a time lag to the control device transmitting the monitoring data which is received by lagged timing against receiving timing predetermined for each control device.
