PPROBLEM TO BE SOLVED: To solve a problem wherein marine concrete structures including artificial fishing banks hardly permit the adhesion of seaweeds thereto due to their dense and smooth surfaces and do not effectively maintain their peripheral living environments for fishes and shellfishes, although various measures such as the formation of artificial fishing banks and seaweed beds are promoted under aggravation of environmental destruction. PSOLUTION: The formation of a seaweed bed or an artificial fishing bank having seaweeds overgrowing thereon to improve living environments for fishes or shellfishes comprises treating the surfaces of blocks or structures comprising a cement-like material such as concrete with a mineral porous material facilitating the adhesion of the seaweeds, making blocks or structures treated to give the same surface structures and then setting the made environmental disruption in seawater, or exposing a net bag packed with the mineral porous material as such in seawater.
