PROBLEM TO BE SOLVED: To provide a moving control system, a method, an apparatus, and a program thereof which are capable of realizing efficient control by integrating moving control services in simultaneously executing the plurality of moving control services for a mobile terminal or a trucking network.;SOLUTION: The moving control method manages and controls the trucking network N for connecting a plurality of mobile terminals 10 so that they can communicate with each other. In this method, when the plurality of moving control services concerning the same mobile terminals 10 are performed for the trucking network N simultaneously or within a predetermined time, the services are controlled so that each of the services may be integrated with each other.
