PPROBLEM TO BE SOLVED: To provide a device with a simple structure, and a method for favorably cooling a whole shell circumference of a rotary kiln. PSOLUTION: A jacket cover 7 is provided for covering a shell 14 of the rotary kiln provided with a lining layer 15 comprising a refractory material on an inner circumferential face. The jacket cover 7 has an inlet 9 taking in cooling air, and an outlet 11 for discharging the cooling air heated by radiation heat from the shell 14 to the outside. A blower 10 is connected to the inlet 9, and an exhauster 10 is connected to the outlet 11. A fin 18 is provided on the inner circumferential face of the jacket cover 7. The cooling air flowing in from the inlet 9 by operation of the blower 10 and the exhauster 12 is guided to the outlet 11 while helically swirling along an outer circumferential face of the shell 14 by the fin 18, and the cooling air in a high temperature state heated by the radiation heat from the shell 14 is discharged from the outlet 11 to the outside of the jacket cover 7.
