PROBLEM TO BE SOLVED: To provide a DNA synthase inhibitor and a DNA topoisomerase inhibitor, or a human neovascularization inhibitor, or human cancer cell proliferation inhibitor, each utilizing ingredient(s) in Sake lees, or health foods and cosmetics having similar effects to the above.;SOLUTION: The DNA synthase inhibitor, the DNA topoisomerase inhibitor or the human neovascularization inhibitor, comprises, as active ingredient, extract from Sake lees obtained by extracting them with a polar solvent such as ethyl alcohol. The human cancer cell proliferation inhibitor comprises, as active ingredient, extract from Sake lees obtained by extracting them with a polar solvent. The health foods contain DNA synthase inhibitory extract, DNA topoisomerase inhibitory extract, human neovascularization inhibitory extract, and/or human cancer cell proliferation inhibitory extract, each extracted from Sake lees with a polar solvent as extractant.
