PPROBLEM TO BE SOLVED: To express a gene and protein selective for a blood-brain barrier and a blood retinal barrier in a brain and a retina in a rat and thereby to express a gene and protein selective for a blood retinal barrier and to express a gene and protein selective for a blood-brain barrier and a blood retinal barrier in a rat. PSOLUTION: A recombinant gene vector incorporated with an objective gene in the inside of mouse Tie2 promoter/enhancer is prepared. Mouse Tie2 promoter/enhancer and the objective gene recombinant gene isolated and purified from the recombinant gene vector amplified in bacteria are microinjected into a fertilized egg of rat so as to prepare a transgenic rat to specificity and restrictively express the objective gene and protein in a blood-brain barrier (brain capillary endothelial cell) and a blood retinal barrier (retinal capillary endothelial cell) in a rat brain and retina.
