PROBLEM TO BE SOLVED: To enable suppression of variation in the number of times of using questions stored in a question storage means at an adaptive test in WBT (Web Based Testing) or CBT (Computer Based Testing).;SOLUTION: A question to be set is decided out of a question storing means including question setting ratio parameters based on the question setting ratio. The identification information of the set question is outputted to a recording medium and, based on the identification information of the set question, the number of times of using each question in the question storing means is calculated.
