PROBLEM TO BE SOLVED: To make it possible to generate a document that can substantially perform a role as a sample while restricting contents to be communicated to a referring person with the small number of manpower loading. SOLUTION: A blur rule decision means 2 receives a disclosure request for specifying a document in a document storage means 1, analyzes profile information regarding a requester of the disclosure request and decides a blur point detection method and a blur method in accordance with the profile information. A blur point detection means 3 detects a blur point by the blur point detection method decided by the blur rule decision means 2 out of a disclosure object document 1a specified by the disclosure request. A blur document generating means 4 performs a blur processing to the blur point detected by the blur point detection means 3 in the disclosure document 1a and generates a blur document 5.
