PROBLEM TO BE SOLVED: To form a desired stable emulsion by mixing an aqueous solution of a liquid additive with a hydrocarbon.;SOLUTION: A manufacturing method of an aqueous emulsion containing the hydrocarbon comprises the steps of: providing a liquid additive with a tendency to gel when the additive is mixed with water at a temperature lower than a gelling temperature T_G; forming a water stream at a temperature T_C lower than a gelling temperature T_G; feeding the stream into a mixer having a mixer port and imparting energy to the stream; adding the liquid additive to the stream at a downstream from the port to mix the additive with the stream, controlling gelling of the additive by the energy and forming a substantially homogeneous aqueous solution of the additive; and mixing a hydrocarbon (66, 70) with the solution in the mixer and producing a hydrocarbon-water emulsion.
