PPROBLEM TO BE SOLVED: To precisely predict traffic congestion even upon temporary traffic demand for a sports meeting or concert in an area whose traffic congestion is predicted as to a wide-range road network including not only freeways, but also general roads. PSOLUTION: When past traffic congestion information which is accumulated is statistically analyzed and future traffic congestion is predicted from variations of traffic states depending upon dates and time, and places and the current state of traffic congestion, variation of traffic demands for the area to be predicted are estimated from whether there is an event and its scale reflected on article ordering quantity information on stores such as convenience stores present in the object area and its influence is reflected on traffic congestion prediction information.
