PROBLEM TO BE SOLVED: To provide a method and apparatus for continuous reduced-pressure stripping without reducing productivity wherein foams are broken without deteriorating the quality in stripping unreacted vinyl chloride-based monomer from a vinyl chloride-based paste resin latex and to provide a vinyl chloride-based paste resin latex with reduced residual vinyl chloride monomer. SOLUTION: A foam separating tank is provided at an exhaust line of a reduced-pressure recovering tank and the vinyl chloride-based paste resin latex is supplied into the reduced-pressure recovering tank and foams going into the exhaust line is contacted with steam in the exhaust line and/or the foam separating tank to defoam and the vinyl chloride-based paste resin latex is discharged from the foam separating tank to the reduced-pressure recovering tank for continuous reduced-pressure stripping.
