PURPOSE: An apparatus and a method for synthesizing a higher order texture, and a program for synthesizing higher order texture are provided to effectively synthesize a texture image of random size from a lot of texture image data. CONSTITUTION: A reference higher order texture generator(101) generates a reference higher order texture including a codebook including a cluster of color information items of the same position pixels of a reference texture image, and a cluster of index for designating a codebook. A reference higher order texture quantizer(102) quantizes the reference higher order texture at a plurality of quantization levels, and generates a quantized codebook and a quantized reference index image. An index image synthesizer(103) synthesizes a new index image having an image dimension from the reference index image quantized according to a layer of the reference higher order texture corresponding to one of the quantization levels. A new higher order texture generator(104) generates a new higher order texture by combining the new index image with the quantized codebook.
