A mobile telephone (UE) receives a permitted time interval (PTI) from a base station and determines the channel quality (CQ). If the mobile station ascertains that the quality is not satisfactory at the start of the permitted interval, it delays transmission by a certain time (Dt), so that the mobile unit is only active for a fraction (Tu) of the total (Ta) time interval allowed. Preferably the PTI specifies a maximum transmission rate so that a maximum delay interval is determined accordingly. Independent claims are also included for the following: (A) a mobile station with a transmitter/receiver device for receiving transmitting permission; and (B) a communications network with a mobile station and a base station for issuing transmitting permission to the mobile station.
