A sealing compound is extruded to form a strip-like adhesive layer(1) on a conveyer and a facing layer(2) is applied onto the strip and adheres to it. A reciprocating tool edge(21) moving relative to the two layers produces a crepe-like surface in the facing layer and either drives the strip forward or at least assists the forward movement. Stroke movement of the tool edge(21) is in a direction (E) at a variable acute angle(beta ), e.g. 30-89[deg], preferably 60-70[deg], to the strip movement direction. Forming of the adhesive layer(1) is achieved using the residual extrusion heat, e.g. 80-120[deg]C, and the adhesive viscosity increases after forming. Reciprocating frequency of the tool edge and strip feed rate are synchronized so that a wave form is produced in the strip material(1,2). Typical frequency is 5-10, preferably 6-8 strokes/second and strip feed rate is 20-50mm/second. A removable protective layer(15) is applied to the underside of the adhesive layer. A stabilizing layer(22) is continuously introduced between the protective layer and adhesive. Compression of the tool edge from above into the strip material is counteracted by the crown of a guide roll(27) which is rotated by forward strip movement. Independent claims are included for the process plant including: i) an extruder(30) with slit die(23); ii) a slide(20) with a tool edge(21) producing a stroke movement following the extruder; iii) a storage roll(12) above a surface(14) supporting the adhesive from which a film strip for forming the facing layer(2) is supplied; iv) one or more storage rolls(13) below the conveying surface from which one or more protective film strips(15) are fed onto the underside of the adhesive layer; b) a plastically deformable, multi-layer flat covering material(200) for construction uses produced by the claimed process and comprising: i) an adhesive layer(1) with adhesive surface on both sides; ii) at least one facing layer(2) adhered to one side of the adhesive layer; iii) a crepe or corrugated structure in the facing layer which, during laying, allows stress free extension and/or deformation of the facing layer; iv) a protective layer(15) on the underside.
