The device has a set of flexible units (4) integrated to a rotating shaft (1) and discarding vine branches and buds from the trunk while the units (4) are rotated. Each flexible unit is fabricated using a cable forming a loop adapted to pluck or cut the branches and buds close to the trunk. The units (4) are fixed on the shaft and maintained in the shaft by a screw and nut assembly (5) and a maintenance plate (6).
