The device has a strip with two elastic sections (3, 5), and an inextensible section (4) between the sections (3, 5), in a longitudinal direction. A pad (10) is placed at an end of the strip, and a fastening unit (6) allows the strip to be in a compression position. An absorbent dressing (7) is directed towards a wound and integrated at the end of the strip by sewing, and has housing for containing and maintaining the pad. An independent claim is also included for an emergency hemostatic kit having a hemostatic device.
