The device has an electronic circuit formed by a CMOS integrated circuit (2) that has sixteen connection pins (5), and is supplied by a stable current. A thyristor (3) is connected to four connection pins branched in series. Lamps (4) e.g. electric bulbs or light emitting diodes, are connected at the output of the thyristor. The electronic circuit has a resistor (9) at the input of the circuit (2). Independent claims are also included for the following: (A) start tree topper or festoon type decoration unit including a flickering device (B) a lighted sign including a flickering device.
