The device has streamlined tunnels (CA1, CA2) inside which parachute type mobile veils (PA1, PA2) move and supply energy by passage of wind in the tunnel. A set of flaps (V1, V2, V16, V26) are opened or closed for regulating power of wind inside the tunnel. Counterweights automatically reposition the mobile veils to their original position when the flaps are completely closed and wind does not provide resistance in the tunnels.
