The device has consoles (1, 2) fixed on ladder rungs and stick holder, respectively. A tackle has a cable passing through a pulley of the console (1), and whose one end is connected to a dynamometer (3). Another end of the tackle is connected to a tightener with metric thread (4) permitting attenuation of wrenching force. The assembly of the tightener, the tackle and the dynamometer is fixed to a metallic stand (7).
