PPROBLEM TO BE SOLVED: To provide an economical running control device and an economical running control method capable of accurately determining whether economical running control can be executed or not by improving the calculation accuracy of a charge rate. PSOLUTION: When engine stop conditions are satisfied, it is determined whether a start charge rate SOC-b detected based on a pseudo open voltage and a charge rate SOC-a detected based on an imaginary open voltage are separated from each other or not. If they are not separated from each other, it is determined based on the charge rate SOC-b whether economical running can be executed or not (step 201-205). Also, if the charge rate SCC-b and the charge rate SOC-a are separated from each other, the detection of the charge rate SOC-b is re-executed until the deviation learning of the charge rate SOC-b and the charge rate SOC-a is completed.
