PPROBLEM TO BE SOLVED: To efficiently create a library as to a characteristic value of a subordinate hierarchical layer of circuit, used when executing operation verification for a circuit having the subordinate hierarchical layer of circuit and a superordiante hierarchical layer of circuit, and to remarkably shorten a library creation time. PSOLUTION: This library creation device/method is provided with a decision part 12 for deciding a simulation objective circuit in the circuit, a simulation part 14 for executing the simulation for the simulation objective circuit, and a preparation part 15 for creating the library as to the characteristic value of the simulation objective circuit, based on a simulation result simulated by the simulation part 14.
