PPROBLEM TO BE SOLVED: To create a simple river water level prediction model which uses only a small number of adjusting parameters, and is applicable to different objective areas and different objective rivers by the same adjusting parameters. PSOLUTION: The river water level prediction model is created by: acquiring the rainfall information of an objective area, and the water level information and flow rate information of a river; dividing a drainage basin into blocks; setting a plurality of rainfall inflow evaluation points along the objective river; identifying zones into which rainwater flows via the inflow evaluation points successively from an upstream side; determining a location via which rainwater in a noted block flows in the river; determining a time period necessary for rainwater in the noted block to reach the location via which the rainwater flows in the river, and an inflow quantity; creating a model for evaluating the temporal behavior of the rainwater in an entire drainage basin until flowing in the inflow evaluation point of the river; determining a flow rate at the noted inflow evaluation point of the river based on flow rate mass balance among a rainwater inflow quantity from all the blocks connected to the river, an outflow quantity from the evaluation point on the upstream side of the river, and an outflow quantity from the evaluation point; and calculating a river water level at a location between arbitrarily selected two adjacent inflow evaluation points of the river based on the flow rate, a river width at the location, and an acquired flow speed value.
