PPROBLEM TO BE SOLVED: To enable long-term stable operation of a fuel cell by managing quality of fuel (kerosene) to be supplied and appropriately judging replacement timing of a desulfurizer. PSOLUTION: The fuel management device 20a of the fuel cell system 10a includes a receiving means (a first communication means 22a) for receiving an operator certification information transmitted from a portable terminal machine 30, a certification means (a control means 25a) for certifying an operator by using the received operator certification information, an open/close means (a lock part 21a-1) for unlocking a supply port 11-1 of a fuel container 11 when the operator is certified and a means (a control means 25a and a calculation means 26a) for judging replacement timing of the desulfurizer 13 when the operator is certified.
