PPROBLEM TO BE SOLVED: To semantically recognize even ambiguous input information. PSOLUTION: A similarity calculation device 1 calculates similarities between a plurality of input signals and standard patterns, an entry assignment device 2 translates the similarities into relational strengths between the input signals and entries with the use of a standard pattern/entry correspondence table, and a semantic association calculation device 3 translates the relational strengths into degrees of association between the input signals and concepts with the use of a concept interrelationship table. This can calculate degrees of association with concepts according to a plurality of input signals to implement effective semantic recognition even of ambiguous input signals that are difficult of concept extraction if they are from single input devices.
