PPROBLEM TO BE SOLVED: To provide an image processing controller capable of optimally distributing the cost of a device of an image processing request source and a device for performing the image processing by dividing the roles of the respective devices. PSOLUTION: This image processing controller is provided with a control request receiving means 61 for receiving one selected piece of level information among input-output distinction, the address of image data and control request information for image processing to be applied to the image data, an image data requesting means 63 for requesting designated image data and the profile of the image data, an image data receiving means 64 for receiving the requested image data and the file of the image data, a control request processing means 62 for processing the image data on the basis of the profile of the image data received by the image data receiving means 64 and the level information of control request information received by the control request receiving means 61, and an image data outputting means 65 for outputting the image data processed by the control request processing means.
